National Engineering Laboratory for Mobile Source Emission Control Technology (hereinafter referred to as the "lab") is constructed under the leadership of National Development and Reform Commission (NDRC),leading by China Automotive Technology and Research Center, which is a national engineering laboratory supported by the national special construction funds. Laboratory was authorized by the national development and reform commission in October 2016, which centered with China Automotive Technology and Research Center and allied Chinese Research Academy of Environmental Sciences, Tsinghua university and other domestic scientific research institutions, colleges and industry leaders to construct collectively. The construction site of laboratory is located on the southwest side of the main center of China Automotive Technology and Research Center in Dongli District, Tianjin. The laboratory covers an area of 10000 square meters, whose engineering base is located in CATARC (TianJin) Automotive Technology InnovationPark in Dongli District.

Aiming at the prevention and control of national mobile source pollution and air quality, taking the technology of mobile source exhaust emission and evaporation emission control as the main line, facing significant demand for the technology and engineering of mobile source pollution emission control and other industrial upgrading and making full use of the advantages of supporting institution and co-construction units, the laboratory establishes three technology research and engineering platform with "gasoline vehicles", "diesel engine/vehicles" and "Marine diesel engine" as the main line. In the meantime, the laboratory would be established into a "application demonstration and test evaluation platform" that focuses on the matching and integration of engine, vehicle and emission control technology and a "achievement transformation and innovation service platform" that focuses on standard guidance, warning assessment of environmental risk demand, integration of technology research and engineering process and information resource sharing and interconnection. The laboratory would be strived to become an innovative research and achievement engineering transformation base for international first-class mobile source pollution emission control technology. What's more, the laboratory would try to be a senior creative talents training base of leading domestic mobile source emission control technology and a core public platform that would promote international communication and cooperation. Therefore, the laboratory would provide technical services for the whole industry and comprehensively improve domestic overall technical level and market competitiveness of mobile source emission control industry.
